It is at the tactical level of the process that we begin asking the question of "how" we will achieve our strategic goals. At this level we analyze alternatives proposed and the quantity and quality of resources required.

One way to narrow our selection from "all possible" alternatives to a shorter list, is to consider what resources may be currently limiting the performance of the operation. One should also consider resources that are currently underutilized. Intensifying management in either of these two areas can lead to greater profitability and goal attainment.
